Public Housing Program

Public Housing Program are units and property owned and operated by Kennewick Housing Authority (KHA). KHA administers and is federally funded under its Public Housing Program by the U.S. Department of Housing and Urban Development (HUD) with rental assistance that is ‘attached’ to the unit, meaning, if a tenant vacates the unit, tenant is not able to take the assistance (subsidy) to another rental unit.  KHA has 190 public housing units at two (2) different housing developments in Kennewick, WA.

KHA is a “Tobacco/Smoke-Free Housing Authority and KHA’s Tobacco/Smoke-Free Housing & Workplace Environment Policy States:  “Smoking or tobacco use is not permitted anywhere on KHA properties, including but not limited to apartments, single family dwellings, grounds, common areas, offices, maintenance facilities, non-residential buildings, vehicles, etc., “except” where KHA has established a designed viable smoke area for each of its Public Housing Program developments.

Eligibility:

Program Overview and Leasing: When KHA has available unit for leasing, KHA will offer the unit to an applicant who name and placement is near and top of the waiting lists, and who meet final eligibility criteria for admissions.  Unit size must meet KHA’s Occupancy Standards per household size. KHA will issue a “one time offer”, if applicant accepts the unit offer, KHA as the landlord/owner and tenant will enter into a KHA Dwelling Lease meeting standard provisions under Washington State Landlord Tenant Laws and other applicable lease provisions established by KHA. KHA will calculate tenant’s rent and is based on the household income.  Tenant will pay their monthly tenant rent directly to KHA’s assigned banking institution.  All tenant household members who are 18 years and older must sign and date all appropriate program paperwork regarding tenant rent, program responsibilities and obligations for program participation and continued occupancy.  Annually, KHA will assess each tenant’s household income and conduct a unit inspection to ensure eligibility and program compliance.

Work Orders (Routine/Non-Emergency Maintenance Repair work Orders: KHA’s Maintenance Department Facility is located at 1915 W. 4th Place * Kennewick, WA. To submit a routine (and) non-emergent work order, please call KHA’s maintenance department at (509) 586-8576, Ext. 113 (or) Ext. 100, Monday through Thursday, 7:30 AM – 12:00 PM, 12:30 PM – 6:00 PM. To submit after-hour emergency repair work order, please call KHA’s After-Hour Emergency Work Order number at (509) 521-1027.

Emergency Work Orders: Washington State Landlord Tenant Laws has specific timeframes which a landlord must take action to begin repairs once having received written notice from a tenant repairs are needed and requested. Emergency Work Repairs: *Not more than 24 hours where the defective condition deprives the tenant of hot or cold water, heat or electricity, or is imminently hazardous to life. *Not more than 72 hours where the defective condition deprives the tenant of the use of a refrigerator, range and oven, or a major plumbing fixture supplied by the landlord. *Not more than 10 days in all other cases. Keep in mind “all other cases” must be a defined landlord duty under the law RCW 59.18.060.
